Is Lord Zir drop table still bugged?

I used 5 stacks of Exquisite Blood to summon Lord Zir for a Razorplate, but it didn’t drop. All I got was a bunch of Blood Artisan’s Cuirasses.
Another strange thing I’ve noticed since the latest update is that not all unique items drop from summoned bosses are 925 power, even though my Necro is at max level. I don’t know if this is a bug or not.

I’ve been told that spinning your character around 5 times and coughing to the east gives higher chances for better drops

Firstly he does drop razorplates.
Secondly the Item Power is dependent on the Monster Level from which it came. Seeing as normal Lord Zir is lvl 80? or 75? (cant remember) not all of his gear is going to be guaranteed 925’s.
