Not sure if it’s even possible to bring final death to them^^
It’s not about bringing final death to them, Imperius knows it won’t bring final death to them either.
He’s been very consistent about it being better to force rebirth the Primes than keep them trapped in a soulstone though, such as in the leadup to Reaper of Souls when the Black Soulstone was in Heaven with the Primes in it.
Even Donan says the soulstones are a bad idea that even when trapped in them their powers slowly corrupt making for the inevitable return causing years and decades of unnecessary suffering.
Simply put, their is no solution the prime evils will always return the only way was to creating a pocket dimension with the woldstone with absolutely noting in it and put the soulstone in that and close it
Don’t think there will ever be a true final death to the Prime Evils. I mean we seen that in Diablo 3 where Zoltun Kulle was the creator of the Black Soulstone. He was the renegade Horadrim. Eventually though Zoltun Kulle was killed by the Horadrim in fear that he might become immortal.
The black soulstone was brought to sanctuary to hide from angels and demons. Maltheal stole it. But in the conflict within the Pandemonium fortress Maltheal decided to embed it into his body taking on the power of the Prime Evil. However the defeat of Maltheal his body disintegrated and diablo was released but still contained the essence of the other Evils. Eventually they all crept out slowly.
Donnan did mention the greatest weapon we have is the soul stone, but it comes with a great burden and eventually that corruption seeps out.

Imperius is a Chad. I hope to see him and the Angeris Council again as good guys that decide to help. It’s literally pointless and stupid to make the angels bad guys as well as the demons bad guys.
But that’s what happens when you have blue-haired-silly-ideologists running the show now. Just saying.
A lot of the Soul Stone lore was retconned when Bliz North got fired from their own game.
Originally and illustrated in the Diablo 1 manual. The soul stones were a conduit for the Prime Evils to invade sanctuary. The world stone prevented them from gaining access otherwise.
The new Arch Angel of “wisdom” Tyreal was tricked into hiding the stones in Sanctuary. Not realizing the stones were not only a prison but also a conduit. Now that the world stone is destroyed the stones have little purpose.
