Is axial conduit buged?

So i was testing some things out whit my sorc and realised the ressource line on the axial conduit unique is not working at all!!!
i stay at the same maximum mana whit or whitout and i stay at the same mana generation whit or whitout them too so a complete affix not working at all so im wondering if im the only one whit this issue or is it really buged?

if it is buged i hope blizzard team sees this and fix it asap as its kind of a big piece of that unique!!

Same here actually. 60% supoosed to be the increase in mana pool/regen however see nothing

It’s only disabled in town.
