Iron skin elixir (900 armor), how do you unlock crafting? anyone know?

I’ve found several other elixir recipes along the way, anyone know where this elixir unlocks or is it a drop only?

I first saw it in the Act III city if it helps, not sure if it’s area based or a drop I failed to notice though.

the 900 armor one? I found iron barb, not the same.
