Above aspect is equipped on my pants but it is showing as “greyed out” so it has no effect. Checked player stats and it also has no effect there so it is indeed not working. Obvious answer is i must have it equipped elsewhere but it not, i can assure you of that.

Aspects only get greyed out when you have multiples.
Yep well aware of that that is why i added i can assure you it has no multiples.
3 of us checked. Update - over wrote that aspect with another of the same and it now works - go figure.
