I have the same problem. I also just rerolled a character, ran the season quest again, and still did not receive the recipe. Please fix this blizzard.
So, I feel very silly, I just learned after watching videos the recipe comes from a cache given at the end of the quest⌠Which I just opened. So I retract my big complaint
Someone else posted that people need to check their stash for caches because they might have just put them in their stash.
Everyone jumped on him called him names and said that was stupid, and that even if that is what happened to him, there is no way that is what is causing the problem for others.

When the seasonal campaign is finished on nightmare, Varshan doesnât drop the correct (first) invoker recipe.
Completed the Varshan campaign in a group. Killed Varshan as a group. Now I donât have the recipe to create a Varshan Invoker; therefore I cannot craft ANY higher level Varshan Invoker. Please give character StabbyMcStab the Varshan Invoker recipe.
Same thing happened to me. I waited a bit to deal with varshan, but I just went to kill him and got the recipe for the wt3 invoker. When I went to make it, I realized I am missing the original version.

Fixed an issue where the Invoker of Varshan recipe could be lost.
For any player that lost the recipe, it can be acquired from any malignant kill after the seasonal quest line has been completed.

So I fixed it without starting a new character. I was missing the âWrathful Invokerâ recipe, and had regular invoker of varshanâs and the recipe⌠So seeing that others here were not all missing this specific item i realized i âmissed a dropâ or it didnât drop. So I CHANGED MY WORLD TIER TO TIER 1 SINCE I HAD STARTED ON TIER 2 I FIGURED BEST TO FIGHT VARSHAN ON A TIER I HAD MISSED⌠PROBLEM SOLVED, I RECIEVED THE WRATHFUL RECIPE. I would change your world tier to the one you need the recipe from and fight varshan there.
I havenât seen my problem exactly yet. I beat Varshan in world tier iii nightmare, and my recipe is for the standard invoker of Varshan. When i go through the door in the tunnels, it tells me i need a foul invoker. What have i done?
You have to lower the level you are playing on. The versions are game level dependent. T3 gets you the second one and t4 gets you to the final one. Anything lower will get you the first one
