that’s not what’s happening you got it wrong we got the recipe but it has no effect so we can’t create lower level varshan summons
Ok. I am posting the information in case it is helpful to anyone who is not experiencing a bug, but just does not understand how it is supposed to wok.
I am not saying that you are not experiencing a bug.
Hopefully it will help those people whos’ game is NOT bugged.
I have this problem too, cannot progress any further in the season. Joining this thread to get notification of resolution.

They should really update this questline. Having to do steps in specific world tiers makes it confusing and there isn’t necessarily anything telling you what you need to do. I had to step back WT to get recipes, found the answer in some google search.
Here is the issue: When you finish the questline, the bag that dropped only had the Invoker of Varhsan NOT THE RECIEPE. ( I would have picked it up, I am not that bad at life). I completed it in WT3 and had to go back down to WT2 to summon a regular Varhsan. After doing so I got the recipe for the FOUL INVOKER. Now the issue is I CANNOT MAKE A REGULAR INVOKER. Cannot make regular, foul or tormented otherwise. Only solution? Make a new char and complete the questline again. Since the NPC is no longer active.

same problem here. No invoker and no way of getting one.
They didn’t even bother to address it in today’s campfire. 
One can only hope to see it in the patch notes coming some time next week.
Having the same issue. I was curious how I got the foul invoker but not the invoker of Varshan. HELP!!!

My exact same issue. There is zero chance I make a new character at this point. Lvl 84 already. I was already on torment when I switched back to WT2 to beat Varshan. I beat him, got the foul invoker receipe, but I cannot craft it with the Varshan invoker.
→ kill vashran from quest → get invoker
→ kill vashran in t2 → get recipe
→ kill t3 vashran → get recipe [dropped on third try]
→ now on t4 vashran.
i can craft normal invoker, t3 invoker and t4 invoker.
i freaked out first time when the recipe didnt drop, but it did on third try. so conclusion no 100% drop on recipe.

Yes, I agree. This should be fixed on Blizzard’s end, without requiring a repeat of this questline on a new character.
I thought I had the same issue but realised I hadn’t opened the little brown pouches I’d been collecting at the end of each quest and they were still all in my stash. Opened them and the recipe dropped from that.

EDIT: I also found it in the Varshan belonging cache. Disregard this reported problem please.
Same problem here as well. No recipe, no invoker with which to craft foul invoker. Even went back to check if I had failed to pick something up before losing my portal. Why does the recipe for the first invoker disappear from the crafting bench anyway?
I’m having the same problem
