I have the rank and authority to invite people to join the clan.
After inviting anyone I receive an error:
An issue occurred while inviting a player to the clan.
(Code 319011)

Also seeing this issue.
Oh I think I just figured out the issue. I suspect your clan has 150 members, which appears to be the cap for a clan.
