Intermittent Stuttering

PC Specs:
Asus Aorus Z690 Pro system
Intel Core i5-12600K @4800MHz
32GB Corsair Dominator Platinum DDR5 5600
Gigabyte Aorus GeForce RTX 3080 Xtreme Waterforce WB 12G

My average displayed FPS is between 80-120, but inexplicably it appears like my FPS is between 15-30.

I have gigabit internet as well with a consistent latency of 45.

I’ve toggled many of the graphics settings, but I can’t seem to avoid the stuttering.

Any idea where to start?

The game is honestly just a stutter fest. I have a high-end PC and D4 stutters fairly frequently, when I’m traversing the world. In certain areas (Caldeum, lower PVP zone, north east area above Gea Kul), the game is nearly unplayable with very frequent and consistent stuttering every 0.25s.

I’d first download monitoring tools like RTSS, so you can externally cap FPS (in the past, some in-game FPS caps were inefficient) as well as enable a frametime graph to better see frame time spikes (which are stutters). But other than trying things like disabling Nvidia Reflex (causes bad stuttering for me) or lowering texture quality, there’s likely nothing you can do. If you search “d4 stuttering” on google you gets tons and tons of people reporting stuttering in the game.

I’ve been reporting poor stuttering performance since betas & launch and nothing has seemingly been done to improve it. Clearly the way the game is streaming data and loading the world as you move is being done very poorly. If I go to the problem areas and stand still or move very slow, the stuttering is nowhere near as frequent.

I uploaded a video showing how severe the stuttering can get. This was recorded in the lower PVP zone (one of the main problematic areas). The stuttering can be a little tough to notice in the video, likely due to it being recorded at 60fps but look at the frametime graph on the top left. In-person, playing at 166fps these stutters are VERY noticeable.
