If you are under the buff of “unlimited energy” from inner sight, channeling shrine, or other sources, you are not seen as “spending” energy and therefore you can never proc second wind, or any other procs that rely on energy spending.
Indeed. I just bumped into this issue as well.
In no language in the world or not by any dictionary anywhere would
‘having unlimited energy’ as stated by Inner Sight be considered the same thing as ‘not spending energy’. Not if that dictionary would accept the premise that one is simultaneously spamming a core skill that explicitly lists it’s own energy cost as non-zero.
Even if the way it currently works is the actual intended way of working, i don’t think any serious argument can be made against the statement that a rephrasing/clarification of how Inner Sight works is required at the least
But I feel making it work as it currently states to work would make a lot more sense.
Now, at least in relation to the combination ‘Second Wind’ + ‘Scoundrel’s Leathers’ specifically, it’s just trash. Since the 100% dodge duration from Leyrana’s Instinct does not scale with the increased Inner Sight duration from Scoundrel’s Leathers, but is instead a fixed 2 seconds (which is fine in and by itself), yet ‘Second Wind’ can additionally not proc as one would expect it to from the description of ‘Inner Sight’, one ends up with the loss of the guaranteed dodge and the loss of ‘Second Wind’s’ protective barrier simultaneously, anywhere between 50-75% of the time, which screws a lot of potential builds imho
Poorly chosen and/or insufficient wording is a staple in this game, creating lots of problems for players that are trying to be creative instead of just copying builds from someone/somewhere else. And because of the fact that such things could be easily avoided, it also really shows the general lack of care and effort that ultimately was invested into the creation of the end product. Shame
