I’ve done campaign, in torment 1 now but there’s no quest or any suggestion of infernal hordes, how do I unlock it? In zarbinzet there is also no captain Sireska…
Any help would be appreciated 
You need to have a sigil to open an infernal horde

Helltides chests, NMD chests, Realmwaker event, TOW even I think can drop the compasses. I think Pits also drop them…but I forgot about this one honestly.

So I don’t need a quest to complete to unlock infernal hordes? If I find compass thats it? Thank you

Yes. You will just find one.
There is also and OPAL that makes more compasses drop.

I was worried when crafting them was taken away, but honestly they drop pretty regularly. Still my favorite event for gold.
