The infernal hordes sigils do not activate. I tried to run the dungeons that activate the hordes, but they still do not work

Do they require World tier 1+? I cannot recall - on my Mac with PC in the shop for repairs.
The ones dropping from bosses do work.
Only the ones from Mrak are bugged.
