"Increased Spirit Hall Potency"?

Has anyone found an explanation for this term yet? Would really appreciate some help since Google/guides have nothing for me.

You get it from tempers and the Loyalty’s Mantle unique so I’ve run into it a few times now. I assume it’s damage but why not just use that term then? Even more confused since there’s also glyphs and tempers for Storm Feather potency for example so is potency a new thing or is it really just code for “damage increase” by the number next to it? And why does the Spirit Hall screen with all the info not change at all when you modify your potency, especially with Loyalty’s Mantle it says that your potency doubles but all the numbers in that screen stay the exact same with or without the item so what does it do? The numbers in that screen change dynamically with changes to your weapon damage so logically they should change with the Mantle equipped if it had any effect on it right?

My assumption is that it increases the strength of whatever is being boosted.

In other words, everything in increased not just damage. So even if the spell increased movement speed, an increase in potency would increase the movement speed bonus.

Coming from Rogue, which has a few different sources of potency for imbues, the most common explanation is that it increases all of the various effects attached to the imbuements. 100% potency for Cold Imbuement instead of 25% chill/LH: 40% to make vulnerable/20%x increased damage to CC it would be 50%/80%/40%.
I have yet to find a definitive explanation though even 17 months after release.

It’s either this or it strengthens the effects from the spirit aspects you choose. Like the thing where Gorilla gives you a shield based on your health when you attack.
