It’s not bugged, you need to use “Help” emote.

Except I did emote HELP many many times to one, the other and both statues. Nothing at all happens. Similar to other quests where it takes several tries over a few restarts before the quest behaves.

It doesn’t do anything noticeable really, but a chest spawns nearby you need to open to complete the quest.
