Important Rogue Legendary Item bugged

The legendary power that “Reduces the cool down” does NOT work. I’m using a all poison rogue build and no matter what I do using an agility skill does NOT reduce the cool down.

-Using an Agility Skill reduces the Cooldown of your next Subterfuge Skill increases the damage of your next Agility Skill by 23%.
-Core Skill Damage+
-Critical Strike Damage+
-Damage over Time+
-Damage to Crowd Controlled Enemies+

I have the same problem, when you look at the characters page , the aspect is shown white out , which only occurs when you put a duplicate aspects in .
