Made this real quick just to get the idea out.
I thought it would be a good unique for the Sorc for build variety. As Sorc Unique as severely lacking.

Would give the sorc more options as sorc uniques are lacking and make use of some key passives that dont get used a lot.
Also Sorc has no unique focus. With Vyr getting a slight buff it would be a shame to drop the crackling energy passive that lowers cooldowns a bit.
I am pretty sure Blizzard can add that BUT… you know it’s coming…
Equip 2 key passives but you lose your arm and leg.
