I’m running the ice blade enchantment on my chain lightening sorc cuz it’s the only way I can apply vuln at the moment, still unsure of how else to do it(maybe you can help with that)
But it’s hard to see it when it procs and how efficient and proficient it is at applying vulnerable to mobs around me. Is it just a small area or do it do a wider area? I mean it’s just 2 little ice blades floating so I don’t know to what extent it works in.
I’m pretty sure ice blades only hit 1 enemy at a time. In my experience, they aren’t great at mass vulnerability application. Here are a couple ideas:
- Are you using lightning spear too? That should apply vulnerability.
- You could look at frost nova, but that is probably an awful idea for chain lightning.
- I haven’t tried this myself, but you could also try the frozen orb enchancement. If you put 3 points into the frozen orb, it will apply vulnerability as well and it should cast on an interval with your chain lightning (this worked really well with fireball in my experience but I’ve never tried chain lightning)
- Finally, you could just look to get a Lucky Hit: Chance to Apply Vulnerability on your gear (gloves/rings I believe). With Tal Rasha’s, Starless Skies, etc lucky hit is quite natural to build on sorcerer.

top of my head, just aspects alone can give all classes and builds access to Vuln, throught the vampric power accursed touch, and frosty strides. are options.
I don’t know Sorcs ST so can’t help there, but In most cases any and all core mechanics have a general aspect, ST or some way to proc it.
I usually check all sources now with the Quick menu, Tag selector, in the top right, just to scan through and see what options i have, use the codex Y function and not the vendor to search and see what is missing if needed for apsects, 
Could also check board nodes and tempers in case there is something there, but idk if there is or not, for applying.
Edit, you have a few options in the ST also, so yeh. Check out the ST and Use the tag filter. LS skill applies vuln

Yeah ice blades is a single target attack… so single target vulnerability.
Accursed touch is a good option if you need vulnerability for trash mobs while leveling.
After 60, your paragon board has a legendary node for chain lightning to apply vulnerability.
Omg I forgot about the frozen orb enchantment. I just tried it out and boy did that work and help, thank you so much for that seriously!! Now I can get frigid fate and have it actually work lmao.
