How come in this videos : Diablo 4: Amazing Sorceress Build For Server Slam! Level 20 "Ice Blade Hydra" (Build Guide) - YouTube , ice blades have 50% cool down towards other skills and 1 sec cooldown reduction for each time the blade hits a frozen enemy ?
Currently in the game I have 0.5 and 20% 
Because it was over-nerfed into the ground after the usual fun police whiners complained like they are doing with Barb now.

completely wasted this how it is atm. Its like 0,45sec off from a 60sec cd when you are able to spam them and hit
It was a neat build with interesting synergy and mechanics, it’s a shame they nerfed it so hard from every possible angle. I’d rather play a frost blade build than arc lash and it seems like arc lash at least damage wise is way beyond what frost blades ever was.
They also ruined some passives that just kind of suck now because they nerfed them for frost blades but made them lackluster for any build now (IE: only 2 second barrier on CDs now).
In addition to this nerf you found they also changed the enchant from every 20 seconds of cooldowns spent to 40 seconds. Ice blade builds got rekt from Beta whining.
Yeah the solution was to nerf either x, OR y, OR z.
And they went and nerfed x, AND y, AND z.
Yeah this build is not even usable in its current state. I tried at level 45 or so this weekend, and having to spend 40 seconds in CD’s to spawn an ice blade is just incredibly underpowered. I have a feeling they will buff this at some point (maybe 30 seconds?) Also the .5 seconds to lower CD and 20% application to other CD’s should be buffed back to 1 second and probably 50%.
I agree with 30 seconds and the reduction. This build is about spamming ice blades which cannot be done currently. It was fun in beta and now just hard. I’m still playing it but was way more fun in beta.
What also makes me mad about this build is the double frost nova legendary breaks the sword enchantment and no longer works with it and they have no commented or fixed it.
