Para 266… Doing hordes, undercity, whispers and pit push to 150 (just completed one but was 30sec over the clock give or take) and yet, that doesn’t seem to provide enough Herbs to cover incense crafting.
I never really paid attention to herbs as I was under the assumption that turning in whispers and doing undercity and hordes provided me with ample. Guess not, I went to craft incense and notices I could only craft a handful.
Shouldn’t endgame activities reward enough basic materials so you can keep going? Or does Blizz really expect us to stop what we are doing to do early game activities for basic stuff?
Don’t run multiple incense as their xp buffs do not stack. I don’t know if you are or not just throwing it out.

Yes, bundled herbs can become a bottleneck. Some incense require so, so many bundles you need a forklift to move them from your stash to the herbalist. The costs could be considerably less.
They keep doing this every season too. Some arbitrary material can easily become a bottleneck. The persons responsible need slapped upside the head. Gently, of course. Devs are people and have feelings too. Just enough force to pass along the message. We don’t need any concussions or people getting hurt here.

I run 2 but not for XP. I boost my life as that equates to more damage and chorus of war. I understand your point but if you can buff your character with 2 or 3 incense, the endgame should provide enough basic mats imo to make it happen.
When you are out and about and see plants do you stop and collect the herbs? Probably not. The materials are there but you have to collect them.

12 Herbs is one more herb than KCF.
Yes. I do events specifically to get mats too, including herb bundles. While running opals and everything.
The trouble is the incense cost a lot of herbs. A single Chorus of War requires 100. T1-T2 Incense cost like 60-80 each. Picking the beautiful flowers across Sanctuary gives like… 8.
I can’t recall the peak amount you can get from events. I want to say somewhere in the 200-400 range under ideal circumstances? That gets you maybe two full rounds of incense.
Now sure, this doesn’t matter so much during normal play where you don’t need incense. It can matter when you’re focused on pushing Pit tiers, for whatever reason. By pushing I mean pushing tiers where it’s borderline mathematically impossible to do it in 15 minutes for the given build/gear level.
It’s not so much needing to stop pushing to collect more flower bundles. That’s okay if you need to do it every now and again. It’s more about the time you must spend doing it. It should require less time investment chasing flowers. To free up more time for smashing the specific demons you want to smash.

Maybe you have too many failed runes and used up all herbs? 
I’ve done some legions to “stock up” on herbs but a single legion gets you 40-60 herbs and the Chorus is 100. One legion can’t cover 1 incense. You’ll need 1 legion and 1 full whisper to craft 1 chorus of war as that nets you the 100 you need.
If you’re not running herb opals in Helltide you’ll drain herbs faster than they accumulate.
It’s time Blizztard stopped screwing us over with materials. Every patch they screw around with mats, which led to a bottleneck of almost every mat in the game by now. We’ve had shortages of velied crystals, iron, hides, baleful fragments, souls, angelbreath, ect. Each and every time the community complained and they reverted the change they did.
STOP SCREWING WITH MATS ALL THE TIME BLIZZ!
Legion is still the best spot for herbs.
If he trying to push pit 150 then he probably needs the buffs.
