I had to go through the first setup on the game’s launch every time the game started. I also had to skill the launch screen every launch. Take a look at your Diablo VI folder in the documents folder. Mine was set to read-only. You can do that by right-clicking the folder and selecting properties. Now under attributes deselect the radio button that says read-only. After making the folder and all subfolders readable I do not have to skip past the setting or the cutscene. Hope this is helpful to someone.
