They post the patch notes when it happens. I believe they’re putting them in News. What your asking for is also something no one else does. I’ve never seen someone say, “Hey, here’s the patch notes for the update dropping next week.”

you well get them when the server goes down for maintenance and you can read them while the patch is being applied just like any other game.

Yes, it is true companies do not publicly share patch notes early. That should change.
Internally, at a company, if changes are being made that affect production systems, there should be a change control management process.
Developers, designers, system engineers, system administrators, IT in general, should be documenting changes. Document the request for change, why the change needs to occur, document any current settings being changed, document the changes to be made, have this documentation peer and/or manager reviewed and then approved by at least one manager, and then these changes and when they are occuring should be communicated to the business and impacted units and users beforehand.
These are business best practices almost anywhere. If this is not happening, it should be. Thusly, patch notes and information about changes should easily be communicable to the public, because it should already be communicated to the internal teams and testers.
