Same issue- was refunded via ps5 now can’t open or purchase to play any version.
Have a lock next to the app.
Hey got this exact same issue. Contacted PS5 support and they escalated it to the team to take a look, but there’s no estimated response time. Can you guys send in ticket too so that it makes them realize it’s a bug?
Same issue for me, preordered the deluxe version and cancelled that preorder. Now I want to purchase the game but only the ultimate is available for purchase. Have a support ticket with Sony and zero estimation of when a resolution will happen. I want to buy the damn game!!!

Thank you very much for holding Michael, we really appreciate your time and patience, see I was checking and we have updates from the publisher, I will provide the full information: for Diablo IV editions the publisher have re purchase limitations, meaning if you purchase the game once, but for some reason you requested refund, unfortunately you won’t be able to re purchase the game under this PSN account, also let me share with you additional policy information from publisher in this case Blizzard Blizzard Refund Policy - Legal – Blizzard Entertainment
Yes, any previous refund is applicable for that Blizzard policy. But if you still want to play the game you have a couple of options:
The best and easiest one would be to create or if you already have another PSN account even better and purchase the game in the other PSN account and you can set up that account as pirmary, so you can even play the game on your current PSN account.
Any info on a resolution? I am still waiting myself.
No updates, still have an open ticket with Blizzard
Just got a reply from PS support -
“We understand that you feel this way. Surely the system hasnt updated yet allowing you to buy the game again.” 
Would buying the disc version solve this?
I believe it would for those that have the option on their console. Would like to see a resolution from PS across the board though.
Ticket with Blizz has been open for 7 days now. I did the live chat today and said there is still no resolution to my ticket and it’s being worked on. Guess FF16 it is for the foreseeable future Since I am not able to purchase it for PS5.
Same issue here. Sony support offered to buy game for me if I add enough funds to my wallet, though.
Did you take them up on that offer? I’ve been back and forth with support for weeks and they have not been helpful at all. I’m gonna try again tomorrow and hopefully it works.

Looks like the issue was fixed today. I was able to purchase standard edition normally.
