I can’t buy Oath Scroll from NPC Sayeena, even after completing all the season quests and getting all the important rewards. and the NPC is there but I can’t click on her. It happens when I play as 2nd character. is that the cause? But I see other people can still buy it on their other character. Can anyone help?

Its a bug. Welcome to another patch that breaks things.
I have purchased several of them maybe she does not want to sell them to you.
Like with all things Blizz some things work for others while they dont for some.
Just to double check your potion inventory tab isn’t full is it cause that will prevent you from buying them

Did your 2nd character unlock the board via the seasonal quest, too?
Just completing it all on your main won’t work for new characters created after.
It’s related to where you are in the seasonal quest progression. The super annoying part is it’s easier to buy them either at the very beginning of that quest line or at the very end of it. In the middle you can end up in two possible “traps” – either she doesn’t show up or if she does she won’t sell you scrolls.
If you have a toon that’s completed the seasonal quest (and I mean all of it, you need to have gotten the Resplendent Spark drop) they can buy the scrolls and place the non-stackable scrolls in your stash for other toons.
If not create an alt and advance it to the first stage and she apparently shows up. Do not advance the quest on your “Alt of Scroll Buying” or you’ll be back in the same trap. Just stash them for your real toon.
