I can only craft level 40 gems?

i am in world tier 4 now and i still can only craft low tier gems the level 40 ones i dont understand how can i craft higher ones?

Need to be a certain level, not world tier. What level are you?

it doesnt even show me that i can craft them it just shows i can craft 2 gem tiers i selected “show all”
