Running a HC character the last few days. Almost finished the Coven’s Favor ranks and have so far had only one single Fugitive Head drop even running the buff. How is anyone suppose to partake in the Seasonal powers with this stupidity happening

1. Make a new toon, get the Seasonal Quest ‘Oath and Debts’
2. Reach level 60 and change to Torment 1 difficulty
3. Go through the seasonal dungeon for the quest
4. Kill the boss - 2 heads will drop - ignore the Teal (quest) one, grab the white head
5. Exit dungeon - Reset Dungeon - Go back to Step 3

44 hours and only 4 heads found
