I have maybe 20-30 hours on my rogue from when I started playing again last week and I have got every other aspect I need to drop except that one, not even a lowest rolled one.
So why is this one so elusive?

Best source is off-hands from the Curiosity Vendor.
Do rogues have off hand items?
funny, a friend of mine was struggleling to get the coldclip as well, and if i remember correctly, i also took a bit of time to get it to be fair.
I assume they mean dagger/sword? /shrug
Ai analyzes your build and actively avoids what you’re looking for in an attempt to keep you engaged for longer in hopes you spend money on cosmetics.
Personally I think it should be against the law for Blizzard to do this but w/e.
There is nothing to indicate that it drops more often in hordes, or else most players wouldn’t have such an issue finding it. I’ve seen it once the entire season and not again since. Maxing it out is essentially impossible currently.
How the F do you know that??
Do you know how many people can’t drop something they need until they make an alt and build it so it doesn’t need whatever they’re looking for/rolling for, and guess what drops/rolls all the time?
Also, because Blizzard is a shady, extremely dishonest company. They care about one thing, money.
If they can somehow force you to have to grind longer, they will, in hopes you buy something from the cosmetic shop to appease your dopamine fix.
I had the same issues like you after 30-40 hours.
Then I started to farm infernal hordes and and it finally dropped.
Search for the patents Blizzard have registered in the last years. They ‘‘developed’’ a formula for the players to be engaged more time so they can spend money in the shop. It isn’t a made up story neither is magic, there’s math behind every aspect of the game. Search for it.
Didn’t you ever wonder why so much RNG in a game that should be all about progress? RNG based rewards is how those formulas work.
Like many uniques introduced in S5 that drop more often in Infernal Hordes, the new aspects added in S5 also drop more often there.

I have it maxed out in season and rogue is the alt I play to farm Infernal Hordes. (DoK spin to win)

It took me over a week farming Helltides to get it to drop. It was the last aspect in the list to get.
I tend to believe that theory actually. Had one monk 3 years+ of playing D3 never could get a thunder fury to drop even to this day.
But a year or so into the search rolled a different monk who dropped them like candy.
I think certain loot is hard coded to drop more or less as a toon is created. Well in D3 anyway. So why not D4?
Just a theory but well it’s a solid bet on that first monk, or 3+ years bad luck?
It is rare like:
