How do you open a ticket? Everytime I try it sends me to the forums. Wtf?

issues > install or patch / crashes / connection problems / voice chat problem
left bottom > contact us
fill out normal support form to open ticket
have tried this several times and goes in circles. I completed the tormented Echo of Duriel and trying to notify Blizzard. it’s impossible. I pay good money for their product. It shouldn’t be that hard to get help. Where do i go to get help? it says to report a bug click here, only to get shown a forum with several issues and nowhere to put your own.
Wow, since the preload of Vessel of Hatred I have rubber banding and dropping all the time. any one else feeling this?
