Did they change the penalties or something? i have pretty decent gear and am at 100 armor and mostly negative resses in t4 lol. I would have to roll armor and resses on absolutely everything to get it close to cap.
A lot of it comes from uniques, many of the rings/amulets give around 30% all res. You can also roll all res on any legendaries you use that aren’t super important (boots or gloves for example). The paragon board and incenses will cap you off after all that.
Temper % armor and temper armor in general…usually 1 of each on an item so 1 % armor temper and 1 armor stat. Diamonds on jewelry for resistance and check your paragons. Putting a point or 2 in like 15 armor adds when you do the %armor as it will go up. Put resistance in points on your boards just to get 70 when you hit T4. 85 is the cap. Also you can use potions for armor and resistance.

You honestly only need like one GA armor with 2 tempers for %Armor. Armor is the easiest one to hit. You can also use the essence that gives you 300 armor, or the one that give 10 resist + 120(100?) armor.
Resists you need to hit with their bonus on paragon. Or as someone said use one of the unique boots that give a high amount of all resist (which are being lowered for s9) and the rest get from Gems. The hardest thing is making the biggest gems this season.
Normally you could use the Res from Amulets/Rings with Diamonds, some Paragon Res, some Res boost from Intelligence Stack, and a dedicated Unique (especially with a GA on All Res). However, now they are nerfing Unique All Res, so you’ll likely have to use a dedicated All Res Affix somewhere, which is likely going to lose you more DPS or Utility in the process. Not sure why they felt this was necessary. I think they just hate fun. Max All Res wasn’t super easy to just cap in T4. IMO it was in a good place of balance. They just like making things unnecessarily difficult lately.
You can also get +15% all resist if you use Raheir as your primary mercenary.
And give up the maphack? I think not

Smart navigating through the paragons will help as you can get armor and resist all nodes. Also Str gives armor and Int gives Resist All, so if you are a few pts shy, maybe tweak your paths to hit more of this than that?
Getting max level Skulls and Diamonds in jewelry slots will help you get to your armor or res cap. Getting an affix or temper on a piece of gear and then MW will improve on the level, just need to consume the appropriate elixir or incense until the cap deficit is covered.
And play on T3 until you got the caps reached.
