How do I unlock higher Sigils?

I don’t understand how Nightmare sigils work. I did the tree of whispers on WT3 it gave me a T1 Sigil… since then, I have done so many T1/T2 Nightmare Sigils on WT3, when do higher levels of sigils drop… I crush the ones that drop but I can’t get a T3-t14 to drop, what gives? Crafting is not unlocked either because you need a T3+ to drop to unlock that from the occultist it says.

Im sick of doing the insanely easy T1/T2 Sigils, iv like 20 dungeons deep atm. What am I missing?

That doesn’t sound correct. I get at least 2-3 per Nightmare dungeon run. (Of at least equal or higher tiers.)
Are you using the item from your consumables inventory to make the dungeon a Nightmare dungeon. It sounds like you’re just running regular WT3 dungeons and that’s why you’re only seeing T1-2 sigils.
