How do I enter "cathedral of light" below 70?

I’m level 62 now and saw posts about being under 70 and able to go to T4, but I need to clear cathedral of light dungeon. My question is how do I enter the dungeon if I can’t pick up the quest for it? And once I do clear it. Will t4 be an option for me to select without a lock? thanks

There’s no quest, you can see the yellow dungeon marker on your map.

Thanks. and once I clear it, I should be able to go to hell?

Yes. It’s not the cathedral of light, it’s the fallen temple in the dry steppes.
