I got a refund because the game ran so poorly.
I ran it from high-min specs, and had major bugs.
How should I know when it is safe to actually repurchase and run again?

if you knew you were gonna repurchase anyways you shouldve just kept it…
was it worth the trouble?

Im getting really similar problem. however its just the game that freezes and shuts down. Im running min specs on a good pc. yet still major problems"

I did not want to keep something that was broken. I got the refund so that in case they never fix the issues I won’t be permanently out of 80$.
It was worth the trouble to know that I have a choice over playing something that either works or does not.
