How about this?

new stuff always comes in as beta with live service, that’s the cost, the kiss/curse nature to churning content out quickly to the dopamine-deprived at lowest cost to corporate, as they don’t have to pay for adequate testing and can realize profits sooner than later; move fast, fix later, amirite?

so just adjust war plans or whichever end-game to allow the player to dial in whatever material crap they need into the content they most enjoy running

for example, i need some unique gloves with certain affixes to allow me to break worlds, but don’t want to spam 5sec t12 grig runs all day, right? so allow me to tell the game to put heavy rng into unique gloves during pit runs, and if i achieve a new level while at it, higher chance i am rewarded with a cookie of my liking; boom! roasted

progress for me is tied into build-development, and now the items required will be produced in the content that adequately testbenches the areas of my build i am trying to develop; all the criteria is now aligned with fun, and since fun is variable to an individual, blizz doesn’t have to stress about catering to any one demographic, they’ll get the metrics of engagement by whatever people are running for their gear, it will be the people that tell them what is good, and what is bad

and that will be their guide for where to allocate their resources

good luck
