When I try to install D4 my download speeds will go from around 40 MB/s to around 50 kb/s when the download gets to 70%. I’ve confirmed that my download speed isn’t capped and my speed test says it’s around 60 MB/s for download speed. I’ve restarted my router and my modem and that didn’t work. I did the thing where some people were saying to set the download speed cap to 999999999 but that also didn’t work—downloading it to a Samsung 990 PRO SSD. Any help would be appreciated.

For one thing, that is too many 9’s, even though that trick really doesn’t fix it. That number is trying to give it a cap of a billion bits per second. Laughably wrong. Use 6x 9’s if you want to do that. But like I said, it doesn’t really fix it anyway.
What does work is simply pausing the download for about 3 seconds then resuming it.
What you can also try, is shutting down your internet completely (all modems/routers/etc) then start them back up. THEN restart your device properly. In the case of Windows, use the Restart command, not shut down.
This is very important because if you have Fast Start enabled, you will NEED to use Restart to properly reboot Windows. And Fast Start is enabled by default. And its a hidden setting in the old control panel.
Also make sure to NOT try to play the game before its done.
Thank you for the response. I didn’t mean to spam that many 9s; I’ve just been spamming them in the box. I’ve done the full internet restart by unplugging them for 2 minutes and then plugging them back in. I also restarted my PC instead of shutting it down. I have fast start enabled as well. I paused the download for around 5 minutes when it got to 70% and then unpaused it and it stayed around the 50 kb/s range. The highest speed I see once it reaches 70% is 110.35 kb/s.
Not much else can be done.
This has been an ongoing issue since the game launched. No one knows for sure why it happens, and its not consistent.
Sometimes it does this, sometimes it doesn’t. Some see it more than others. But for the moment, those are the only two tricks that may help. *shrug

You can do nothing with this. Blizzard download server system. Do not listen people about how to fix it: it will not work.

No need to be like that toward me. This isn’t my fault and there isn’t anything I can do about it. Submit a ticket to Blizzard if you want them to help. But I doubt they are going to do anything.
