Beat a 6 wave infernal horde on Torment 3 and received a block listed Crown of Lucion
I thought one of the patch notes said they are working to fix it.
It is probably just disabled for now.
They did this with the fourth shred aspect for druid a few seasons back. Once fixed you can use the item again.

Edit - it was there in the hotfixes.
Item is disabled not blocklisted. Big difference.
Hopefully it takes less than 5 tries to fix and doesn’t break any glyphs in the process.
The item literally says blocklisted on it
