Here's the thing about Lightning Storm weapon temper

IF i put only 1 point in Lightning Storm and not get any skill upgrades, what does temper for lightning storm duration do? I think it’s nothing actually. Is this the only skill for which temper actually requires enhancements or i’m just misunderstanding this temper completely ?

if it works this way then the temper isnt for skill but for passive enhancement. How does it make any sense ?

It doesn’t make sense because it’s garbage. It should add extra lightning bolts or something. It’s become pretty clear over the last year that none of the devs play Druid, and they actively dislike the class to the point where they wish they never added it to begin with. That’s really the only way to explain the lack of care and attention it receives.
