Why does helltide sometimes get to reset the living steel chest and sometimes they don’t ?

Right now i have only hell tide in Scosglen and I only had 2 chests :(…Usually they reset at precise hours and the map on helltides dot com get’s updated with new locations, but right now there were only 2 chests and not updated at 10:30 
Helltides dot com will show you where all the chests are, when they reset, and how many people are reporting it.

I know about helltides dot com, I was just wondering if this specific event that started at 10:00 didn’t have a reset at 10.30 :|…Usually i go into a hell tide get 2 chests and exactly xx:00 next hour the chests resets and 2 more come. Now it didn’t
