Heavy handed vs Counteroffensive passive on amulet

Which one would you guys put on your amulet? I know it should be both for the barb quake build but every amulet i have acquired so far is a dud with other passives besides these two. I did many runs for the refinement but can’t seem to get the right stats. So far i have 2 amulets

  1. strength and slaying strike
  2. strength and no mercy

So with these two which one of the two would you choose and with heavy handed or counteroffensive?

Well No Mercy gives crit right? Use that until crit capped and heavy handed
