Healing potion update issue

Hello,
I have a critical Season 11 bug with the Alchemist.
The “Upgrade Healing Potion” category is completely missing from the Alchemist menu on my seasonal character.
I only see:
• Transmutation
• Craft Elixirs
• Craft Incense
There is no “Upgrade Healing Potion” tab at all, so I cannot upgrade my Healing Potion to Potent (70).
My character is level 70+, and this feature should be available.
I have already tried:
• Restarting the game
• Changing towns
• Switching World Tiers
• Switching Realms
• Teleporting to PvP zones
• Creating a new seasonal character
• Opening the Alchemist on another character
• Reinstalling the game
Nothing helped.
This appears to be a server-side data corruption issue, as confirmed by other players.
Please refresh or repair the Alchemist recipe data for my seasonal character so the “Upgrade Healing Potion” option appears again.
