The title states the problem. All other skills reflect a +4 gain but the Deep Freeze ultimate skill does not. The individual stats (e.g., timeout, damage points) do reflect a very small increase though not enough to indicate four additional ranks.
Edit: I was informed that Ultimate skills can have only 1 rank. Too bad but it is what it is. Thanks for reading.
