Have opened a number of these all class unique caches and not seen it drop? Is this a bug?

Yeah, either those second tier bosses or gambling. Which is super annoying, kinda like everything in this PTR.

Yeah! It’s not in the class cache. I got one GA from Belial.
This unique is broken. The +rank to Skeletal Mage Mastery doesn’t work.
