Every time I leave or enter a town, or at random times in the open world, I get severe frame drops, and the screen will often just freeze for 2-3 seconds at a time. It’s made the game utterly unplayable. I’ve done everything I can to fix it, but to no avail. I run EVERY other game perfectly fine on max settings, and here I can’t even run it on low. Is this my computer? Or are Blizzard’s servers just complete worthless garbage?

It’s Blizzard’s servers or their data. Either way, it’s not you or us or your system. Many things have been tried, but no real solution has been created that will work long term.
Only Blizzard can provide a solution, and they need to do so as soon as possible.

It’s really shameless of them to ignore this. I’d like a refund. Nearly unplayable at this point. I can put 70 dollars to great use.
