I got a glyph to level 45 but it did not upgrade to legendary. What am I doing wrong?
Should be level 46 to upgrade it to legendary. Tooltips might be incorrect.
Blizzard can’t do things like basic counting or clear descriptions, so the tooltip is going to say 45 but it needs to be 46.
It seems that it’s poorly worded. Levelling the Glyph to 45 merely unlocks the ability to upgrade it to a legendary one. You then have to level it once more to get it to become a legendary Glyph. Note that it can only go up one level, from 45 to 46, regardless of how high a Pit you are running. And it requires some gem fragments too.
