Glowing white artfact when using druid skills

Whenever I use a skill on druid, I’m experiencing a white glowing artifact.

GPU: RTX 2070 Super

CPU: i9-10900k

16gb RAM

I had the same issue, I created Strobing effect when shapeshifting with druid for that bug and I found a workaround:
In your Graphics settings, in the Quality subsection, set your Shader quality to low, that will remove the glowing halo.
Note that you have to change zone (basically go through a loading screen) for it to take effect.
