The primary stat bonusses on gems when put into armor sockets are still a bit underwhelming. You have a very limited number of armor sockets, so you’ll want to choose the most valuable gem bonus that suits your build.
The small primary stat bonusses might help you a bit to unlock rare nodes on your paragon boards but in most cases, with the current bonusses, you’ll still choose the Max Life bonus.
The gems has to compete with +max life. Single gem plus having them in all 5 slots. The only way for blizzard to make other gems more desirable is to nerf Ruby. Instead of increasing %max life, it should be flat value.
If you put in 5 Royal Rubies, each of which will give you +9% Max Life starting from Season 4, you get +45% Max Life.
Is +60% Armor better than +45% Max Life?
That’s one aspect of it. The other is that players will have a higher Max Life in Season 4, so the absolute bonus of the +45% Max Life will be very high, like over 10K or even much higher.
But yes, I agree that toning down all of them, including the % Max Life bonus on the Rubies might be a good idea. On the other hand, I suspect the developers upped the % Max Life bonus on the Rubies because most of the damage reduction is gone and you need it to stay alive.

Changing the % Max Life bonus on Rubies to a Fortify bonus and raising the base max life (without gear) of your character might be an option. The Elite and Player Damage Reduction idea sounds cool.
I also thought about this, but poison and bleeds should be balanced outside of the gems, otherwise the poison/bleed reduction gem will be mandatory and you will have less choice instead of more.
