I have a machine way above minimal requirement and the FPS drops massively down to 3 FPS and the game stutters every 2-5 seconds from my average FPS of 140+.
I tried to update drivers, change video quality settings from high to low and even custom with all disabled, tried from 4k to multiple different lower resolutions, enabled game mode, stopped v sync, enabled high performance mode in windows graphics card settings for D4 and still no change.
this behavior happens even in the main menu, even when selecting character or changing settings. It is completely unplayable and a loss of time.
I will not buy the game if this is not fixed by open beta so I can play
I have the same or very similar issue. While playing, have you checked your team manager/processes tab to see how much GPU is being used by diablo?
Mine consistently says 0% GPU usage and around 50% CPU usage which seems very odd.
I’m wondering if others see the same.

I have a similar issue. Although mine was working fine and as the day goes on im getting more and more issues. Im wondering if mine is based off server capacity. All my temps are fine.
I have 2x1070 (SLI Mode) each with 8GB RAM. Normally I can play pretty much any game at decent frames, but I confirm that when checking utilization the CPU is around 40-70% but GPU is stuck pretty low, definitely below 10%.
What blows my mind is that the issue happens even when connecting to server or choosing character or looking at settings menu. Brutal FPS drops/stutter before I can even load the game. I tried to load it and acts the same, completely unplayable can’t even kill the wolves in the begining. Even in town when I go inside buildings, same behavior.
For the record PING is between 250-550 ms most of time around 300-350
