GA unique effect improvement please

yo blizzie can we please have 4 GA uniques drop with 100% maxed out unique effects?! guaranteed!

i had two 4 GA uniques drop but both did not have 100% max unique effects. how does that happen twice!? cmon! 4 GAs are more rare than mythics and even mythics have 100% max unique effects! make this change now! thank you! but if not now then s9?! but no do it now!

I think unique affixes can have 20 different levels and only the top 4 or 5 will drop on a 4 GA item. Maybe your expectations are too high.
Isn’t a 98 % roll high enough?

because it is rare and more than mythic and even mythic drops with 100% max unique effect, so should 4 GAs.
