Frame generation seems to decrease fps at all settings

I am using a gaming laptop, connected to a 4K 144hz display via usb c port.

Intel i7-12700H
Rtx 4060
16gb ram etc.

At 4K native resolution i get 45-50fps.
With DLSS quality on top of this, i get 75-80 fps in town.
Activating frame generation on top of this results in 65 fps in town for some reason.
Trying frame generation with all the quality settings that DLSS have results approximately 10-15fps lower.
Native 4K + frame gen doesnt seem to be doing anything at all.
Is this normal,/expected behaviour of frame generation or is there something wrong with it? Thank you.

Frame generation seems broken. I get decreased fps as well. Digital foundry did a review and mentioned it’s broke everywhere except dlaa setting for some reason.
