Fortify Problem

I notice other people having the same problem but their thread is a bit old (2023) so I decided to make a new post about this instead of necroing that one. Honestly how is this still an issue?

Let me give you a brief of my build first. I use pulverize with shockwave aspect and turn it into earth skill with ursine horror. My whole damage comes from pulverize overpower. I also have the Insatiable Hunger chestpiece and Vasily’s Prayer helmet.
I am taking passives like defensive posture and stone guard and the undaunted glyph for some fortify synergy. I like fortify for this build in theory because it gives me survivability AND damage because of overpowers while it’s also very easy to build up. I feel like in highest difficulty I absolutely need the invest in fortify to survive so might aswell grab any dmg increase it offers to be able to keep up.
I’m also using bloodhowl and claw which are werewolf skills. I take them to build up my quickshift and heightened senses stacks which are arguably one of the better damage options. Bloodhowl keeps me healthy for my overpowers, enhanced pulverize and ursine strength and it also keeps my spirit up with innate bloodhowl + YulLum runeword. I very very rarely use claw but it’s a better option than the slow maul to get some quick spirit and avoid triggering the overpower from provocation or the earth spike which sometimes can eat my obsidian slam overpower. I’m still missing endgame parts of my build but overall it’s very fluid and fun. I’m cruising T2 and I feel T3 wouldn’t be any problem at this point.
The problem is, whenever I use bloodhowl and shift into werewolf for a split second, I lose my bonus max hp from werebear and fortify sticks to that, but when I shift back into werebear it somehow doesn’t and suddenly I’m no longer max fortify even though I shouldn’t be losing any of it. I lose all my defensive and offensive bonuses from fortify because of this silly gimmick. Keep in mind that bloodhowl resets it’s cooldown very frequently and I’m kinda spamming it for it’s bonuses + backlash/vigilance passives (at one point I was also using the nighthowler aspect for some sweet heal+crit for me and my friends). I’m also using debilitating roar and earhen bulwark.
This is so unintuitive. Fortify generation is calculated with %hp (fortifies you for %x of your max hp) but it seems like fortify itself is measured in hp value instead of %hp so when the max hp increases, fortify value stays the same and you get a lower fortify % as a result. What do you guys think? Is there any reason behind how this mechanic plays or is it just a relic of the messy stat mechanics we had at release and needs a fix?

I run into this issue because I like to use Undaunted. Attaching a damage multiplier to Fortify should not be hindered by shapeshifting. It needs to be fixed IMO.
