After trying everything from NM dungeons (high and low), farming drowned regular dungeons, farming coastlines, Helltides, World bosses, I was unable to find these boots for my level 100 Eternal and level 90 Seasonal Rogue. Bad RNG? maybe, but something wasn’t right. Even tried changing builds from TB to Rapid fire with no luck.
Now I have 6 pairs, all of which were found in the last 2 weeks. What did I do?
I emptied out my stash of uniques, all of them. They were either sold, or put into “Mule” accounts to carry. Within the first week of doing this, 2 pairs dropped for my Level 90 rogue. I played a new class (Barbarian) also for the season and did the same thing. The Barb has picked up 4 pairs of these boots already. Everytime I pick up a Unique that I may use later, I DO NOT KEEP IT IN MY STASH. I log out and log in with my mule account and put it there so my stash is completely empty of Uniques. I have found that (at least for me) I have gotten more variety of uniques when doing this. Not just getting the same unique drop over and over again like before. As far as the NM dungeons, they have dropped randomly, so it’s not any specific dungeon. I actually had a pair drop today from the Heretics dungeon, which I always salvage.
This is just a suggestion, not a guarantee, for those that are looking for the boots and are tired of getting the same garbage drop over and over again. I know there are some of you out there in the same boat that I was in so give it a try. Good luck too-

I don’t have any uniques worth keeping.
I don’t find very many uniques to begin with even with my stash empty of them.
This has always been the case with my Rogue. Pre-Season and now.
Friends average about a 10-1 Unique ratio to me, if not more.
I’ve learned to accept this and live with it.

Well honestly, for me, when I got to level 100 on my eternal, it was like a thorn in my side. I kept wondering why these boots didn’t drop and did a lot of searching on this google, Reddit, this forum, looking for answers. A lot of people were saying “target farm” drowned enemies, then others were saying “target farming” was dead after the fix in Helltides chests. I spent many wasted hours looking lol
Why are those good for rogue? Also random is random. Emptying your stash of uniques doesnt affect drops. I once got back to back Temerity in one dungeon. My wizard has never got the rainment yet with multiple wiz. I also once got back to back of the nearly same rare in a helltide. Its all random. Emptying your stash, being a certain level, praying to your God does nothing.

Oh it was one of the nice things I DID find pre-Season.
Otherwise my Unique ratio to that of pretty much everyone I’ve run with is comical - I mean seriously, pure comedy, as if there’s a problem. It’s that bafflingly bad.

I just refuse to rub my tummy and pat myself on the head while jumping up and down on one foot while playing the game with the other foot to get unique items to drop.
Something is wrong with my characters seed. There has got to be.
This idea of stash controlling drops is anecdotal at best.
I keep the best two of each unique type in my stash, because I’m a what if’r.
When a third drops, I vendor the worst.
It’s a continuous cycle of comparing and vendoring. But always two in the stash, of each unique type, so maybe 10 or 12 in the stash at any given time.
Some are more rare, like I only have one Oculus so far, but the others keep coming. No hokey-pokey, worshipping the moon, tarot card readings, or stash clearing required.
Probably have gone through 5 penitent greaves so far, after the first drop there was always at least one in my stash.
I do all the NM dungeons, no skips, unless the affixes are ugly. Rarely hunt overland, unless I feel like walking to a WB because I’m early. Helltides, rarely.
That’s about the only theory I would hold onto some characters can drop certain items and some can’t.
D3 was like this so I wouldn’t be surprised if it carried over. Rerolling a different toon of same class was always completely different drops.

I tested this way back in D3 loot 2.0 when the whole “seeding” issue was brought up.
I’ll never forget the day running with a Crusader buddy and me on my Sorc shortly after one of the drop buff patches.
57 2 handed weapons in a couple of hours. Not 1 staff, orb, wand, set item etc.
I literally had HIS weapon/item pool. Even found a few Akkhan’s items for him.
Needless to say he was quite happy with my drops haha.
But as for making an Alt - Yes it worked a number of times.
I do believe that’s all been fixed now as it’s been a non issue for me personally for many years.

Just hit 100 this last week.
Full disclosure I take forever to do anything, so my 100 is prolly two 100’s for any other player.
All of that was from grinding NMs, because I didn’t have my glyphs to 21 until a few days after hitting 100.
EDIT: ALSO, important footnote, NM level is irrelevant imo, as the rarest of the drops came when I fell back to L46 NMs to knock out remaining glyph levels asap.
Pushing my max level NM was taking forever to complete a run, and I was losing time to deaths, so I felt like it was actually slower to grind Glyph xp at the high end, even though there’s more Glyph xp to be had at higher NMs, I was literally smashing out NM46 in 5 minutes per run.

Crazy amount of Uniques. I pretty much have them removed from any drop expectations or even hope. As I said was the same pre Season with 100 Rogue. maybe 15 total in many many hours.
Just hit 85 and likewise I should’ve been 100 a long while ago.
Between a tragic passing of a friend and D4 having lost that loving feeling + serious stash woes. It all got me down pretty hard.
I compounded the time/stash problem by running a Sorc and Necro too thinking it would be a pick-me-up. haha
Ah well…time to close my eyes and salvage everything.
Edit to your edit: Yes. You basically just want Mlvl 85+ for drops right?
And ofc - Speed at +10 lvls is better than pushing for XP for sure. Quantity over quality usually wins.
It’s my understanding player level 85 is the trigger for uniques, but only from reading the intarwebs.
My superpower is putting my head down and pressing through games long after the excitement has left, if only to tick all the boxes/achievements/etc.
I’d probably have more fun if I rotated games more frequently, but then knowing a game was incomplete would haunt my dreams.
I like it. One of those traits I respect in others but lack in myself. Far too easily distractible though.
My passion is making Alts and Builds. Trying out as much as I can, variety etc. Variety in where I go and what I do in-game.
Sadly, Diablo 4 doesn’t allow for this with any reasonable player agency or freedom. Not to get into it but it’s not an Alt and Build Variety friendly game at all.
Having scalped xp in Overworld - er…everywhere not NMD and HT - it’s defeated my fun at another angle.
