WTF happened Flurry went from % chance double damage to % chance not to consume a charge? not the least of which a charge of what?

Havvnt check recently but isnt that a bug for Rarethat should be reported. Magic and Legendary had the correct temper but Rare didnt.
On items that had the % chance double damage it didn’t change
However at the Blacksmith when tempering it now shows the new text of Chance to not use charge, I’d attach screen shot if I could
